Proposed Policies and Procedures

A — Property Owner
1 — Insurance and permits maintained on each property
a — Builder's Risk Insurance
b — Ten year building permits
c — Ten year burn permits
2 — Cooperates with Divine Intervention Society (DIS) Fund Managers to meet payroll requirements and, sponsor and plan projects.
3 — Ensures that security issues are addressed by, allocating expenditures for annual defense spends on a prioritized and, case by case basis for strategic locations.
4 — Oversees administrative procedures, keeping the private sector communities informed through, the EmpireCloud base.
5 — Uses profit sharing as an indigenous Resident Property Manager and, leadership incentive including, approved non-indigenous benefits listed below.
6 — Provides unique benefits unavailable to the public sector for, approved non-indigenous Resident Property Managers and, leadership concerning paid positions, lodging, recreational and, educational facilities.
7 — Upon initiation, non-taxable income for, limited paid positions are paid by (DIS) through, American Express debit, direct deposit which, is not retroactive to start date.
B — Divine Intervention Society (DIS)
1 — A licensed and bonded, private, non-profit, charitable organization.
2 — Facilitates allocation of defense spends.
3 — Plans and funds projects and, authorizes direct deposits to payroll.
C — Mystic River Rangers ATSF
1 — Resident Soldiers
a — A deputized, multi-racial ATSF with, limited paid positions.
b — Enforces the laws of the United States of America.
c — Acts as the nation's watchdogs while, cooperating with the National Sheriff's Convention and, the National Guard.
d — Protects Perimeter Defense Shields with reserves under instructions of station's Troop Captain or Colonel.
e — Operates Mounted and Armored Roving Patrols in shift rotations.
f — Ensures that secured entrances to all properties are properly manned and, protected with armored roving patrols and, formidable gating.
g — Familiar with local area and, knowledgeable of Perimeter Defense Shield procedures.
h — Reads and understands the Rules of Reinforcement below.
i — Performs routine and, preventative maintenance on all equipment and weapons.
j — Provides training on the safe use of equipment and weapons.
D — Resident Property Managers
1 — Indigenous and approved non-indigenous groups residing on the properties
a — Responsible for enforcing the Sponsor Policy below.
b — Forms a Tribunal Counsel to conduct meetings with the diversified residents for, planning purposes.
c — Participates in the construction of projects.
d — Performs routine and, preventative maintenance on all equipment and weapons.
e — Maintains a reserve status for imminent danger situations including, operating equipment and weapons while, reinforcing the Perimeter Defense Shields.
f — Follows the Rules of Reinforcement below.
E — Sponsor Policy
1 — Visitors are to call in advance ensuring resident is available.
2 — When visitor arrives, the gate Border Scouts call the resident from the resident listing ensuring availability.
3 — After ensuring availability, the gate Border Scouts record the license plate number and arrival time while, providing a standard area map to the sponsor's residence.
4 — Upon arrival at the residence, the visitor is sponsored and, escorted by the resident on the property for the remainder of the visit.
5 — In no case are visitors allowed to roam freely on the property other than, to and from the gated entrance and, the sponsor's residence due to security issues.
6 — When a visitor exits the property, the gate Border Scouts record the license plate number and, the departure time.
F — Rules of Reinforcement
1 — Local area
a — Only four of six Patrols from any station are allowed into the Outside Battle Theater for maneuvers, under a two hour time marker, to prevent diversionary attacks on the station in question.
2 — Remote Area
a — Only one Patrol or, twenty five percent of the four Patrols from any station, are allowed into the Outside Battle Theater for, maneuvers or reinforcement, over a two hour time marker, to prevent diversionary attacks on the Patrols in question.
b — When one Patrol is sent over the two hour time marker, the three remaining Patrols are reduced to six Platoons, total of twenty four Squads which, are divided by four, six Squads per valley wall, providing coverage in four selected areas.
3 — Exempt
a — Patrols A-5A and A-6A which, are representative of Patrols 5 and 6 for all Troops, are not considered under the Rules of Reinforcement, to ensure security of the Perimeter Defense Shield.
G — Standard Population and Relocation Policy
1 — Model homes are developed by the Back Valley Carpenters (BVC) who, operate with the Pallet Rack Carpenters (PRC) from the Empire Construction Hall.
a — Builds in designated areas only, unless otherwise agreed upon.
b — Plans community development including lot sizes, road distances, construction and, community restrictions.
c — Meets or exceeds all local building codes.
d — Must pass all building inspections.
e — (DIS) pays all members of the (BVC) and, compensates them for travel expenses with, premium pay from the wages and benefits schedule.
2 — Resident Property Managers
a — Resident must first choose a (BVC) Model Home.
b — The prevailing (BVC) wage rate and, premium pay is paid by the resident to (DIS) for, two journeymen for two months and, new residents are expected to assist in home construction to reduce their costs.
c — Reclaimed building material is provided for (BVC) Model Homes only, (no custom homes) and, arrangements should be made by (BVC) for delivery of reclaimed building material to building location at, rear of lot selected.
d — Lots are predesignated and marked by number in a planned community and, selected by availability from a listing in which, the future resident's names are recorded to prevent confusion.
e — Contact Pallet Rack Carpenters (PRC) to rack their pallets and, form a lay down area on the building location at, the rear of lot selected.
f — Approximate lay down area size is ten pallets by ten pallets.
g — Lease expense for lay down area is initially five hundred dollars with, a two hundred fifty dollar reimbursement from, (PRC) to the resident after construction is complete.
h — The pallets will then be leased to another location by the (PRC).
i — The two hundred fifty dollar reimbursement from, the (PRC) is the accepted labor cost of the (BVC) for, construction of a utility building after, home construction is complete.
j — Existing homes of residents relocating are stripped of electrical appliances, fixtures, receptacles, plumbing fixtures, cabinets, windows, doors, door knobs, air conditioning and, home furnishings.
k — The above reclaimed building material is then, transported by the resident to the building location palletized lay down area and, covered by tarps.
H — Rifles Only Policy (ROP)
1 — One hundred fifty thousand re-conditioned rifles, will be contributed to the National Sheriff's Convention from, The Mystic River Rangers ATSF.
2 — After contribution, no ownership or, liability will be placed on the contributed weapons by the ATSF.
3 — Weapons will be delivered to the Ozark Bilateral Battle Station storage facility for, distribution to the National Sheriff's Convention.
4 — The National Sheriff's Convention should ensure that the selected Sheriff's Departments are, on the National Guard's approved list and, not a rogue Sheriff's Department that is disqualified.
5 — Upon a vote for distribution and, authenticated documentation by, the National Sheriff's Convention, selected Sheriff's Departments will be authorized to receive weapons and, the distribution process will begin.
